WHAT IS A CFS: CONCEPT, CHARACTERISTICS AND ROLE



What does CFS stand for? The concept of CFS warehouse in English stands for the phrase Container Freight Station. In Vietnam, CFS is simply understood as a retail delivery point. Commonly understood, a CFS warehouse is a warehouse and yard system used to collect and separate retail goods, also known as LCL (Less than container load). At this warehouse, which is used to store retail goods, there will be a public service department to assist in gathering and storing goods and will collect an operating fee called the CFS fee.


To make it easier for you to understand, because it is an odd cargo, each shipper has a small number of goods, not enough to pack into a full container, so the goods must be put into CFS to exploit and pack different items of different goods. different shippers into the container. Work in the CFS warehouse will help split or consolidate the goods of many shippers in the same container. Not only helps businesses save costs but also a measure to transport goods more efficiently.


GOODS ARE STORED IN CFS

Similar to a bonded warehouse, goods stored in a CFS warehouse will have a variety of categories. However, it is not allowed to store imitation goods, counterfeit goods, banned goods, or goods of dangerous nature, must comply with Vietnamese law.


Clause 3, Article 61 of the Customs Law 2014 stipulates that items stored in CFS will usually fall into the following cases:


Imported goods that have not been cleared from customs

Exported goods that have completed customs procedures or have completed customs declaration registration are put into CFS warehouses for physical inspection.


SERVICES PROVIDED AT CFS GUARANTEE

After learning what a CFS repository is, you can probably imagine the services that will be used in the repository. However, to help you better understand, we will summarize the main tasks in CFS, including:


Packing, repacking, arranging, and rearranging goods awaiting export.

Receiving goods in transit, transshipped goods are brought to retail collection points in the port to separate, pack together export containers or combine with Vietnamese exports.

Support shippers and carriers to split import shipments waiting for customs clearance or pack containers for export to 3rd countries.

Change of ownership of goods during storage.


PROCEDURE OF GOODS IN CFS

To make it easier for you to understand, the CFS warehouse mining process is simply understood, including:


Consolidators receive shipments from many different shippers

Sorting, sorting, gathering odd goods, conducting customs inspection and then packing into containers at CFS warehouse

Transfer containers to the destination by appropriate route (railway, train, air, ...)

At the destination, the consolidator's agent will receive these containers, unload and deliver the goods to the consignee.



EXPORTING PROCEDURES AT CFS


STEP 1: ORDER CONFIRMATION

For each batch of LCL goods when being put into the CFS, it is necessary to confirm the following basic information:

Goods owner information: name, address, tax code (if the owner of the goods is an enterprise with legal status).

Trader's phone number

Name of the port of discharge and where the shipper wishes to deliver the goods

The total number of your odd shipments together with the quantity of each type of package (may be of different nature), the nature of the type of goods (is it fragile or not?).

Orders and codes of each type of goods.

The name of the carrier's carrier with the shipping number.

Time to start loading the goods onto the container for shipment to the ship.

The time when the ship sets anchor and the time when the ship starts to depart.


STEP 2: CONTACT WITH THE GOODS OWNER ABOUT THE TIME OF GOODS IN CFS TO PREPARATION FOR THE BEHAVIOR OF THE GOODS AT THE WAREHOUSE AND PERFORMANCE OF THE CLOSE LOTTERY.


STEP 3: DELIVERY OF GOODS

Shippers deliver goods to CFS at the latest according to the agreed cut off time. CFS warehouse will check the goods carefully before receiving the goods. If there are the following cases, the consent of the lessee must be obtained for the CFS to be received (must take pictures of the current condition of the goods)

Do not apply adhesive tape or show signs of re-gluing the package.

Damaged or in poor condition (scratched, punctured, wet, etc.).

Missing codes, codes... (compared to in booking).

Any other special circumstances occur with the package.

Late delivery to the warehouse (After 5pm on Saturday) or late delivery of the Customs declaration, CFS will only be received when there is a copy of "Delayed delivery request" from the lessee and CFS agrees to receive it. CFS will receive the goods and arrange them according to the brand, size, style, color, etc., according to the instructions of the lessee, who is the representative of the goods owner. Make a list of goods (according to product types).


CFS will issue delivery documents to the delivery party on behalf of the Warehouse Lessee. The delivery document must be signed by the CFS representative and the shipper's representative. The goods owner must submit the booking confirmation, packing list, power of attorney (if necessary) and customs documents upon delivery. If many shipments are expected to be packed in the same container and one or more shipments have to be postponed, CFS must consult the Warehouse Tenant on whether to continue to pack other shipments into the container for export or postpone the packing of the whole container. .


STEP 4: CLOSE GOODS

The representative of the goods owner or the lessee will send the instructions on how to close the goods to CFS one day in advance.

The CFS party needs to ensure the capacity, the related means and ensure the human resources to pack goods in order to promptly deliver the goods and put them on the shipping vessel.

The CFS side also needs to coordinate with the customs authorities and, if necessary, coordinate with the supervisor of the CFS lessee.


STEP 5: CFS PREPARATION FOR CONTAINER THAT IS CLOSED

The representative of the goods owner (ie the warehouse lessee) needs to ensure that the shipping line can arrange the empty container at the CFS to facilitate the packing of goods according to the pre-planned schedule. At the same time, the CFS side will strictly follow the warehouse lessee's instructions for packing about the shipping company and the container yard (container yard - CY) to carry out the unloading.

The CFS side will coordinate with shipping lines to ensure that there are enough empty containers available and always in the best condition (quality assurance) to be able to pack.

The warehouse tenant may have requirements with CFS to transport containers from another container yard (CY) to carry out packing. The required content in the request document is as follows: Number of empty containers (type of container, size of container); the owner of the container shell; Location of lifting or lowering the container (the warehouse lessee will have to bear the costs of lifting or lowering this container for CFS).


STEP 6: CUSTOMS INSPECTION

Shippers are responsible for completing HQ paperwork for goods inspection and handing over complete HQ documents to CFS upon delivery.

If the customs inspection documents are not delivered to CFS within the stipulated time, CFS will not be responsible for organizing the inspection and packing for the containers as well as the loading of the containers to the ship. In this case, CFS must notify the lessee to book another ship.

CFS is responsible for carrying out the inspection for the packing of exported goods. The inspection fee is included in the CFS fee as long as all HQ documents have been submitted in a timely manner. If the customs documents are not enough, the inspection and packing will incur additional costs or cannot be displayed due to a violation of the management process of the Customs.

CFS will hand over the HQ declaration after completing the customs inspection procedures to the feeder shipping company


STEP 7: PERFORMANCE MONITORING

On the CFS side, it will be responsible for inspecting and supervising stages such as receiving goods, storing goods in the warehouse, packing goods into empty containers and exporting containers to the ship according to the instructions of the lessee.

CFS arranges at least one forwarder to be able to receive goods into the warehouse and at least two forwarders when packing goods from the warehouse into the container: one at the warehouse door and one at the container door (delivering goods in or out).
